One of the priorities of State policy is to systematize national ideas and national and moral values that serve the spiritual unity and solidarity of Azerbaijanis throughout the world, and to ensure their dissemination among citizens and our compatriots; living abroad as well as further expansion of ties with our compatriots.

National leader Heydar Aliyev, the author of the idea of uniting the Azerbaijanis of the world around an independent Azerbaijani state and common goal, outlined the main directions and prospects of lobbying in the country. A great leader, always focused on the unity and organization of Azerbaijanis living abroad, has always been very sensitive to the problems and concerns of the Azerbaijani diaspora.

As a result of the targeted measures taken, a new stage of consolidation of Azerbaijanis throughout the world, from the diaspora to the lobby, has begun, and Azerbaijan has become a key idea for Azerbaijanis living both in Azerbaijan and throughout the world. The achievements laid the foundation for national unity within the country and for strengthening the solidarity of Azerbaijanis throughout the world. Our compatriots living abroad are actively participating in the process of economic reforms currently under way in Azerbaijan, and favourable conditions have been created for them to invest in the economy of Azerbaijan and to conduct free business activities in the country.

The strengthening of Azerbaijan’s prestige and position in the international arena and its transformation into a leading State in the region pose new challenges for diaspora organizations to provide the world community with fully objective and complete information about our Republic and promote our country in the international arena.

Guided by article 109, paragraph 32, of the Constitution of the Republic of Azerbaijan, with the aim of supporting the activities of Azerbaijani diaspora organizations, strengthening their material and technical base, developing and promoting our national and spiritual values in the world, strengthening the social protection of Azerbaijanis living abroad and ensuring that State support in this area is targeted, I decide:

1. Establishment of the Fund for Support to Azerbaijani Diaspora as a Public Legal Entity within the State Committee on Work with Azerbaijani Diaspora of the Republic of Azerbaijan

2. Approve the «Statute of the Fund for Support to Azerbaijani Diaspora» (enclosed).

3. To entrust the implementation of the powers of the founder of the Fund for Support to Azerbaijani Diaspora (hereinafter referred to as the Fund):

3.1. The President of the Republic of Azerbaijan:

3.1.1. Approval of the statute and determination of the size of the authorized fund;

3.1.2. Establishment of an executive body and determination of its powers;

3.1.3. Reorganization and liquidation of the Fund;

3.2. The Cabinet of Ministers:

3.2.1. Approval of the structure of the Fund, the number of employees and the wage fund in agreement with the President of the Republic of Azerbaijan;

3.3. The State Committee on Work with Azerbaijani Diaspora of the Republic of Azerbaijan:

3.3.1. Other matters assigned to the competence of the founder of a public legal entity by article 8.2 of the Law of the Republic of Azerbaijan «On Public Legal Entities», with the exception of paragraphs 3.1 and 3.2 of referred Decree.

4. The Cabinet of Ministers:

4.1. Within three months, prepare and submit to the President of the Republic proposals for harmonizing the legislation of the Republic of Azerbaijan in connection with the establishment of the Fund;

4.2. Within three months, prepare and submit to the President of the Republic of Azerbaijan proposals for bringing the acts of the President of the Republic of Azerbaijan into line with the referred Decree;

4.3. To ensure, within three months, that the normative legal acts of the Cabinet of Ministers of the Republic of Azerbaijan are in conformity with referred Decree and to inform the President of the Republic of Azerbaijan;

4.4. Work with the State Committee on Issues of the Republic of Azerbaijan on logistics for the organization of the Fund’s activities;

4.5. To ensure, within one month, the establishment of the Foundation’s statutory fund in accordance with paragraph 5.1 of the Statute approved by referred Decree;

4.6. To approve the structure of the Fund, the number of employees and the wage bill within one month, in agreement with the President of the Republic of Azerbaijan;

4.7. To monitor the conformity of the normative legal acts of the central executive authorities with referred Decree and to inform the President of the Republic of Azerbaijan of its implementation within five months;

4.8. To resolve other issues arising from referred Decree.

5. State Committee on Work with Azerbaijani Diaspora of the Republic of Azerbaijan:

5.1. Within three days of the entry into force of referred Decree, apply to the Ministry of Taxes for State registration of the Fund, as established by the Law of the Republic of Azerbaijan « On state registration and the state register of legal entities»;

5.2. To resolve other issues arising from referred Decree.

6. The Ministry of Justice of the Republic of Azerbaijan shall ensure the conformity of the normative legal acts and normative acts of the central bodies of executive power with this decision and inform the Cabinet of Ministers of the Republic of Azerbaijan.
